Civility and Respect Mission Statement – agreed by Cardinham Parish Council in December 2021
‘Civility and respect should be at the heart of public life and good governance is fundamental to ensuring an effective and well-functioning democracy at all levels.
The intimidation, abuse, bullying and harassment of councillors, professional officers and staff, in person or online, is totally unacceptable whether that is by councillors, professional officers, staff or members of the public.
We are committed to working together to promote civility and respect in public life, good governance, positive debate and supporting the well-being of councillors, professional officers and staff’.
Council Procedures
Cardinham Parish Council functions according to its normal operating procedures detailed below.
During the Covid-19 pandemic, the Parish Council followed Cornwall Association of Local Council’s (CALC) advice:
“The most important advice is that the council should adopt a broad delegation which will allow it to continue to operate outside of meetings until such time as the advice changes. Rather than using physical meetings, the council should use email and its website as far as possible to replicate debate and the gathering of public opinion. The legislation allows for the council to delegate to an officer but not individual members and the wording of the resolution below reflects the law.
In view of the above, on 11/04/20 the Cardinham Parish Council resolved :
That the Council delegates authority to the Clerk in consultation with the Chairman and
Vice Chairman to take any actions necessary with associated expenditure to protect the interests of the community and ensure council business continuity during the period of the pandemic Coronavirus, informed by consultation with the members of the council.”
This advice remains in force in the event it is needed to address a future emergency situation.
