Emergency Plan

The major potential Risks to People in Cardinham Parish that could require their Evacuation to a Designated
Safe Place are:

  1. Fires on the Moor, in Woodland and at Farms and Homesteads
  2. Fires including Gas Explosions in Properties
  3. Chemical Spills on Farms and Roads
  4. Exceptional Weather Conditions (rain, snow, wind)
  5. Flooding of Property
  6. Landslips affecting Properties
  7. Electrical Outages extending over a significant area or time
  8. Major road traffic or aircraft accidents
  9. Incidents affecting the School
    The following arrangements are in place for a major Emergency in the Parish that requires Evacuation of
    People from the Scene, their Homes or Places of Work:
  10. Anyone involved in or becoming aware of a major Incident in the Parish that is or may pose a risk to lifeshould ring 999 immediately to request assistance from the Emergency Services
  11. This Emergency Plan for Cardinham Parish is held by Cornwall Council for their use in the event of a major Emergency
  12. Cardinham Parish Council has a small Emergency Committee which holds a list of Contacts who may beable to assist during or after a major Emergency, but it does not have its own Emergency Response Team
  13. The Parish has Community Access Defibrillators and Emergency Bleed Kits which are available in lockedCabinets in the telephone box opposite Cardinham School (w3w: apprehend.screaming.clays), outside
    Millpool Chapel (w3w: vertical.nesting.refer) and on the green at Littledowns (w3w: readings.airless.conveying). The code to access this equipment is available from the 999 Operator
  14. The Lead Emergency Official (Police or Fire) in charge of dealing with the Emergency will alert all People in the Danger and At Risk Areas, and advise Evacuation if necessary to a Named Safe Point or the Designated Safe Place
  15. The Designated Safe Place in the Parish is Cardinham Parish Hall (w3w: holiday.select.wove), although Evacuees may elect to go to a Named Safe Place of their own choosing such as with Friends or Family
  16. The Key Holders of Cardinham Parish Hall will be informed by the Lead Emergency Official as soon as possible if an Evacuation is required so that the Hall can be prepared to receive Evacuees
  17. Evacuees will need to take the necessary clothing and other belongings, including at risk pets as allowed by the Lead Emergency Official, to ensure their own comfort in the Hall
  18. The Lead Emergency Official will inform the Chair of Cardinham Parish Council of the Emergency, and when an Evacuation has been recommended
  19. The Lead Emergency Official will keep all concerned up to date on the Emergency and inform Evacuees when it is safe to return to their Homes or Places of Work Developed & Adopted by Cardinham Parish Council, July 2025

Cardinham Parish Flood Risk

The risk of significant or widespread flooding to the residents and users of Cardinham Parish is considered to be LOW

Water courses in the Parish are minor but are flashy and liable to carrying significant amounts of water at times of excessive rainfall although quickly returning to non spate conditions

Water runoff from the Moor and fields can be significant but is highly localised

The majority of the Parish is on higher ground with no significant flood plains

Apart from in the lower part of Millpool and in Milltown, very few properties lie close to water courses and are unlikely to suffer major water damage

The main routes in and out of the Parish to the A30 and A38 that are potentially liable to flooding are:

  • Millpool Road leading to A30 (tango.nets.redouble) – runoff from Moor and overtopping of bridge unlikely although nearby properties may suffer some flooding
  • Peachys Road towards A30 ( heartened.month.conjured) – overtopping of bridge unlikely with no nearby properties
  • Lidcut Road towards A30 (unzipped,sprain.decimal) – liable to standing runoff water although not deep and no nearby properties
  • Averys Green towards A38 ( opened.take.wheat) – overtopping of bridge unlikely with no nearby properties
  • Fletcher’s Bridge towards A38 (managed.masterfull.toffee) – road subject to flooding when river in spate but nearby properties unlikely to be affected
  • Leball Hill to A38 (flexed.cabbies.sobbed) – bridge over River Fowey unlikely to be overtopped with nearby properties not at risk

The other roads potentially liable to flooding that could affect movement around the Parish are:

  • Chapel Lane (blackouts.pepper.pimples) – properties close to the Chapel could experience minor local flooding from runoff water
  • Le Hayes Road (isolating.remover.surnames) – ford liable to deepen but no nearby properties
  • Teason Hill (standing.typified.greeting) – nearby  property vulnerable to excess runoff water
  • Treslea Water (bridges.noting.scatters) – liable to minor flooding but no nearby properties
  • Brighton Water Hill (louder.emporium.fast) – overtopping of bridge unlikely with no nearby properties
  • Tawna Lane (sometime.aced.product) – ford liable to deepen but no nearby properties
  • Gypsy Lane ford (relocated.costs.breezy) – ford may deepen and adjacent property could experience minor flooding

The probability of all these roads being impassible at the same time is considered to be EXTREMELY LOW

Consequently the Parish is likely to remain accessible and not cut off from local or emergency services

Following recent periods of heavy rainfall across Cornwall, there has been an increase in local flooding incidents. Residents who experience flooding are encouraged to report it to Cornwall Council so that the appropriate team can investigate. Please use the Report a Flood service:

Residents who have been affected by flooding may also be eligible for support through Cornwall Council’s Property Flood Resilience Grant Scheme, which helps fund measures such as flood doors, air-brick covers and barriers to better protect homes. You can register your interest here:
