The content listed below is non-accessible for the following reasons:
1. Non-compliance with the accessibility regulations
- Some PDFs, Word documents or scanned images published before September 2020 may not be fully accessible.
They may lack proper headings, reading order, or alternative text.
This fails WCAG 2.1 success criteria relating to 1.1.1 Non-text Content, 1.3.1 Info and Relationships, and 2.4.6 Headings and Labels.
2. Disproportionate burden
- We have assessed that making some older PDFs fully accessible would be a disproportionate burden because:
- many are historic, rarely accessed documents
- some are scanned from handwritten or legacy materials
We will ensure that all new documents we publish meet accessibility standards.
3. Content outside the scope of the regulations
- Some PDFs and documents published before 23 September 2018 are not essential for services and are exempt.
What we’re doing to improve accessibility
We are:
- reviewing all documents before publication to ensure they meet WCAG 2.1 AA
- replacing inaccessible PDFs with HTML pages where possible
- ensuring alternative text is applied to new images
- continuing regular website accessibility checks
We aim to resolve outstanding accessibility issues on an ongoing basis.
